desirable, as you state, that any liaison with the Central Government should be effected through the Embassy. We hardly feel, however, that the Secretary for Chinese affairs in Hong Kong is the best link for this purpose. In this connexion Mr. Kitson recently wrote to Mr. Gent enclosing a copy of a paper by

Mr. John Keswick in which this same point is discussed. Should however you decide to make use of Harmon in any other way, we should of course see no objection.
